Who We Are
Chaplain Emergency Management Agency is an agency of the United States of America and, initially created under General and Chaplain Peter MacArthur, by Presidential Reorganization Plan No. of 1980 and implemented by two Executive Orders on April 1, 1982.

In 1983, we established CEMA project according to God’s will.
This year of 2023, we have celebrated the 40-year anniversary of the Lord’s faithfulness and have been serving the American people in several countries of the world, operating in the area of emergency services and disasters, operating in countries in wars such as Afghanistan and Iraq, Haiti, Indonesia, Turkey and Ukraine and other parts of the world. For 40 years we have had more than 45,000.00
chaplains and today we work part-time and full-time with 17,000 chaplains. We work 7 days a week and 24 hours a day. We assist the paramedics and we work in schools, prisons, refugee camps, hospitals, hospices, orphanages, military forces, police , firefighters, recovery centers, universities, colleges, schools, churches and communities. We have commemorated 40 years of dedication, faith, strength, honour, integrity and courage to serve God and to serve others. We thank you God and thank you for being part of our team. The Purpose
The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the President that CEMA and the federal government respond to the disaster. The only exception to the state's gubernatorial declaration requirement occurs when an emergency or disaster takes place on federal property or to a federal asset—for example, the 1995 bombing of the Alfred P. Murray Federal Building in Oklahoma City, Oklahoma, and September 11 and the Space Shuttle Columbia in the 2003 return-flight disaster.
The Mission
The mission of The Chaplain Emergency Management Agency's (CEMA's) is to support the Department of Homeland Security and CEMA's goals by improving the competencies of the U.S. officials in Emergency Management at all levels of government to prepare Chaplains for, protect against, respond to, recover from, and mitigate the potential effects of all types of disasters and emergencies on the American people.
Chaplain Emergency Management Agency's (CEMA's) is the emergency management community's flagship training institution, and provides training to Federal, State, local, tribal, volunteer, public, and private sector officials to strengthen emergency management core competencies for professional, career-long training. CEMA directly supports the implementation of the National Incident Management System (NIMS), the National Response Framework (NRF), the National Disaster Recovery Framework (NDRF), and the National Preparedness Goal (NPG) by conveying necessary knowledge and skills to improve the nation's capability.
Chaplain Emergency Management Agency's (CEMA's) trains more than 1000 Chaplain annually.
Training delivery systems include residential onsite training; offsite delivery in partnership with emergency management training systems, colleges, hospital ,prison ,universities; and technology-based mediums to conduct individual training courses for emergency management personnel across the Nation. CEMA of the United States Chaplain Emergency Management Agency's serves as the national focal point for the development and delivery of Chaplain emergency management training to enhance the capabilities of state, territorial, local, and tribal government officials; volunteer organizations; CEMA's disaster Chaplain workforce; other Federal agencies; and the public and private sectors to minimize the impact of disasters and emergencies on the American public.
Chaplain Emergency Management Agency's (CEMA's) curricula are structured to meet the needs of this diverse audience with an emphasis on separate organizations working together in all hazards emergencies to save lives and protect property. National Response Framework (NRF), National Incident Management System (NIMS), and the National Preparedness Guidelines.

The instruction is based upon the principles of Emergency Management and instructional systems design, which create a framework within whole communities to reduce vulnerability to hazards and to cope with disasters.
